The astonishing flowering of decorative arts and architecture under Rome's barbarian heirs may be viewed as the product of political turbulence and changing balances of power.  The city's numerous churches, palaces and mausolea, resplendent with shimmering mosaics expressing the majesty and mystery of God, are the result.
